Healthcare Affordability State Policy Scorecard

Polling data repeatedly shows that healthcare affordability is the top issue that state residents, on both sides of the political aisle, want their policymakers to work on.

Our Healthcare Affordability State Policy Scorecard identifies areas where states are doing well and areas where they can improve. As the scorecard shows, state policymakers have a robust toolset they can use to (1) ensure all residents have affordable coverage options with consumer-friendly cost-sharing and (2) address underlying drivers of healthcare affordability problems—excess prices and the provision of low-value care.

Select from the map below to access each state's scorecard and accompanying policy checklist.

  • Uses a custom dataset to assess states’ progress with respect to both policies and outcomes.
  • Facilitates state discussions by providing a four-part framework for addressing affordability, including:
    • Curbing excess healthcare prices;
    • Reducing low-value care;
    • Extending affordable coverage to all residents; and
    • Making out-of-pocket costs affordable.
  • Is highly actionable, including easy-to-use, state-specific checklist showing the progress each state has made toward addressing healthcare affordability--and the actions each state still needs to take.

Our goal is to facilitate state-level policy discussions about healthcare affordability by providing a language, a tool set and state-specific case studies to more closely tie evidence-based policy actions to state residents’ top priority. We hope you will help us cross-promote:
